Joseph Williams, the son of John Williams, the legendary film composer and actress Barbara Ruick from 1950s, replaces Fergie Frederiksen as the lead vocalist. Joseph is a more natural frontman than Frederiksen and gives the band a much-needed boost.

The band releases Mindfields in 1999 and embarks on a huge tour around the world. After a few months in Europe they head to Japan where the shows are sold out. After a brief break, Toto resumes their recording and release their first live album, Absolutely Live in 1993. The album features a cover of Weezer's hit song Hash Pipe as a response to the band's coverage of Africa on their recent tour. Toto's touring lineup includes drummer Lenny Castro and bassist Shannon Forrest and keyboardist Shem Von Schroeck.

The original group was joined by keyboardist Greg Tambu who filled in for Paich, and bassist David Hungate who filled in for Shem von Schroeck.
